American Recovery Plan (ARP) HEERF III Grant

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Recovery Plan (ARP), signed into law March 11, 2021 to provide support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.  ARP funds are HEERF funds in addition to funds authorized by the CRRSAA and CARES Act.

Minot State has received HEERF III funding and will be disbursing grants to students for expenses related to the cost of attendance such as food, housing, health insurance including mental health care, transportation or childcare or for emergency costs that arise due to coronavirus.

U.S. Department of Education ARP Guidance
The ARP requires that institutions prioritize students with exceptional need, such as students who receive Pell Grants or are undergraduates with extraordinary financial circumstances, in awarding financial aid grants to students.  The ARP also allows grants to students exclusively enrolled in distance education.

The Department of Education’s final rule on student eligibility for ARP states that all students enrolled during the COVID-19 national emergency may be eligible for ARP funds but institutions must ensure that funds go to students who have exceptional need.  The Department encourages institutions to prioritize domestic students, especially undergraduates, in allocating this funding.

For spring 2022, there will be two types of ARP Grants available at Minot State.

ARP Block Grants
A portion of the ARP funds will be disbursed in the form of block grants to degree-seeking half-time or greater students who have completed the 2021-22 Free Application for Federal Student Aid (FAFSA) and have an EFC of 22000 or less.  Eligibility will be determined based on enrollment and FAFSA results.  No application will be required for Block Grant Recipients; however, students may opt-in to the option to allow Minot State to apply the grant to outstanding university charges.

ARP Emergency Grants
A portion of the ARP funds will be available for non-Block Grant recipients to apply for.  An application will be available from March 1-6, 2022 for students enrolled in the spring 2022 semester.  Applicants must be enrolled in a degree program and must be at least half-time to apply.

To be eligible for ARP Block Grants, students must:

  • Be enrolled in a degree program
  • Be enrolled in spring 2022 at least half-time (6 credits for undergraduates, 5 credits for graduates) as of February 23, 2022 
  • Be a US Citizen or Eligible Noncitizen (Permanent Resident)
  • Complete the 2021-22 Free Application for Federal Student Aid (FAFSA) and have an EFC of 22000 or less

To be eligible for ARP Emergency Grants, students must:

  • Be enrolled in a degree program
  • Be enrolled in spring 2022 at least half-time (6 credits for undergraduates, 5 credits for graduates) as of February 23, 2022
  • Not be a recipient of an ARP Block Grant
  • Submit an application for an ARP Emergency Grant between March 1, 2022 - March 6, 2022

ARP Block Grants
No application was required for ARP Block Grant Recipients.  Eligible students were notified by email on February 28,  2022 of their eligibility and could complete a short form to allow Minot State to apply their grant to outstanding charges if they wish but they are not required to do so to receive the grant.

ARP Emergency Grants
The Minot State ARP HEERF III Emergency Grant Request Form is no longer accepting applications.

ARP Block Grants
ARP Block Grant recipients will be notified by campus email on February 28, 2022 of their eligibility for a grant.  ARP Block Grant recipients may choose on a form linked in their ARP Grant notification email whether to allow Minot State to apply the grant to outstanding charges on their student account.  The opt-in decision must be made by the end of the day March 1, 2022. 

ARP Block Grant funds (or excess funds if students choose to have the funds applied to their student account balance) will be disbursed to students via Direct Deposit if they are enrolled for Direct Deposit of excess financial aid in Campus Connection or via check mailed to the HOME address listed in Campus Connection if not signed up for direct deposit.

Recipients will also be able to view their award in Campus Connection under the 2021-22 Financial Aid tile.

Minot State’s model for ARP Block Grant distribution is outlined below and is based on the EFC calculated for each student based on their completed 2021-22 FAFSA and their spring 2022 enrollment status as of February 23, 2022.

     EFC of 10501-22000 $700

ARP Block Grants will begin disbursing on the afternoon of March 2, 2022.  Checks will be mailed to students’ Home addresses in Campus Connection beginning on March 2, 2022.  Grants issued by direct deposit make take up to three business days to appear in student bank accounts.

ARP Emergency Grants
ARP Emergency Grants will begin disbursing on the afternoon of March 7, 2022. ARP Emergency Grants are expected to range from $200 to $500 depending upon the number of applications received during the application period.  Checks will be mailed to students’ Home addresses in Campus Connection beginning on March 7, 2022.  Grants issued by direct deposit make take up to three business days to appear in student bank accounts.
